Buoyed by Russian and Chinese vetoes of a UN Security Council resolution that would have condemned Bashar al-Assad’s crackdown and called for him to resign, the Assad regime has unleashed tanks and artillery on insurgent-held neighborhoods in Homs, Syria’s third largest city and an opposition stronghold.  Hundreds are said to have been killed in recent days, and the UN now places the number of fatalities in the 11-month uprising at 5,400.

 

Military defectors, meanwhile, have organized themselves into a new Higher Revolutionary Council (HRC), which, it appears, will receive support from Western governments and constituents of the Arab League.

 

Clearly, Syria has descended into civil war.  The principal question now is whether the security forces can maintain control of areas they have retaken in recent days, including suburbs north and east of Damascus.
